MHACBO's QMHP-R is for non-licensed individuals. If you hold an Oregon license — LPC, LCSW, psychologist, PMHNP, and others — you may already qualify as a QMHP under OAR 309-019-0125.

QMHP-R - Registration Requirements

 

QMHP Registration and Certification is for individuals working at state approved mental health programs or are seeking employment at state approved mental health programs.

QMHP-Registrant has a masters degree in behavioral science that is approved and accepted by our agency for the delivery of professional mental health services.

  • Exceptions: Bachelor’s degree in nursing (and active Oregon State Nursing License) or occupational therapy (and active Oregon OT License)
  • Must provide official transcripts
  • Must have supervisor complete a competency assessment
  • Fee is $100 beginning 02/01/2026 for all new applicants.

Please make sure you have an approved degree before opening this application. 

Applicants need 1,000 hours of clinical work experience hours as a QMHP-R before applying for testing.

Are you already a QMHP?

You may already qualify as a Qualified Mental Health Professional (QMHP) under OAR 309-019-0125 — and not need to apply for MHACBO’s QMHP-R or QMHP-C certification.

MHACBO’s QMHP-R is intended for non-licensed individuals. If you already hold one of the licenses or registrations listed below, you may meet Oregon’s definition of a QMHP and be eligible to provide billable mental health services within state-certified programs.

Oregon Board of Licensed Professional Counselors and Therapists (OBLPCT)
  • LPC – Licensed Professional Counselor
  • LPC Intern – Registered Intern (under LPC supervision)
  • PCA – Professional Counselor Associate
  • LMFT – Licensed Marriage and Family Therapist
  • LMFT Intern – Registered Intern (under LMFT supervision)
Oregon Board of Psychologist Examiners
  • Psychologist (PhD/PsyD) – Licensed Clinical Psychologist
  • Psychologist Associate – Licensed Psychologist Associate or Psychologist Associate Resident
Oregon Board of Licensed Social Workers (BLSW)
  • LCSW – Licensed Clinical Social Worker
  • CSWA – Clinical Social Work Associate
  • LMSW – Licensed Master of Social Work
Oregon State Board of Nursing (OSBN)
  • PMHNP – Psychiatric Mental Health Nurse Practitioner
  • RN with Psychiatric Experience – Bachelor’s in nursing plus one year of psychiatric experience (see OAR 309-019-0125(14)(d)(A))
Oregon Occupational Therapy Licensing Board (OTLB)
  • OT – Licensed Occupational Therapist in Oregon (see OAR 309-019-0125(14)(a) & (d)(B))
Oregon Medical Board
  • MD/DO with Psychiatry Specialty – Licensed Medical Practitioner (LMP)
  • Physician Assistant (PA) – May qualify as a QMHP if working within scope and under supervision; must demonstrate training in mental health assessment and treatment (see OAR 309-019-0125(14)(a) & (d)(D))
